Program Managers are responsible for the day-to-day operation of a program, or function, including the Development and implementation of processes consistent with college, school or departmental strategies and processes. These positions typically do not supervise others.
The mission of the University of Colorado Anschutz Medical Campus (CU Anschutz) Emergency Management Division is to increase awareness, develop plans and procedures, provide training and exercise support to faculty, staff, and students at CU Anschutz Medical Campus in order to prepare for natural, technological, and human-made disasters, mitigate the impact when they occur, and facilitate rapid recovery and business continuity for administration, education, and research.
Key Responsibilities:
Emergency Preparedness Plans - 30%
Lead the development of and updates to and revisions for Department, Schools, and Colleges plans designed to mitigate, respond to, and recover from significant natural or human-caused catastrophic events on or near the CU Anschutz Medical campus. Ensures that these plans are in concert with local, regional, and state planning efforts. Examples of plans include:
- Building-wide and departmental Emergency Response Plans (ERPs)
- Continuity of Operations Plans (COOP)
- Campus Emergency Response Guides (ERGs)
Emergency Preparedness Training - 30%
Facilitate public outreach services to campus students, faculty, staff, leadership, and other stakeholders. Examples of public outreach services include:
- Emergency preparedness trainings and seminars
- Active Harmer Response Training
- Preventing Targeted Violence Training
- Stop The Bleed Training
- Build-A-Kit Training
- Severe Weather Preparedness Training
- Campus safety presentations at new faculty, staff, and student orientations
- Tabletop exercises, drills, and functional/full-scale exercises
Marketing and outreach - 20%
- Develop marketing, communications, and community engagement/outreach on diversified platforms. This includes but is not limited to:
- CU Anschutz Emergency Management Division's website content
- Marketing for all training classes and community outreach events
- Newsletter publications on CU Anschutz Today
- Contribute to the Monthly CU Anschutz Police Department Monthly Newsletter
Emergency Response and Recovery - 20%
- Assist in providing a coordinated response, using Incident Command System (ICS) and National Incident Management System (NIMS) principles, with the campus Emergency Response Team (ERT); campus leadership; other campus affiliates/stakeholders; and local, regional, and state first responders during critical incidents that may affect the CU Anschutz Medical campus
- Serve as the tier 2 EOC Manager, leading EOC operations during a multi-operational period event or incident
- Serve as the Logistics Section Chief, Plans Section Chief, or similar function in the event of an emergency incident or planned event on campus, supervising a team of professional / paraprofessional personnel during EOC activations
- Serve as a liaison between campus constituencies and local agencies
- This position exercises judgment to tailor known theory, principles, and concepts to create new processes that match the specific circumstances and needs of the University, consistent with divisional strategies and processes.
- Duties require the analysis of complex interrelationships between multiple governmental and academic institutions and application of known and established theory to design and develop programs, plans, guidelines, and processes that support the mission of the University and its partners.

Work Location:
Hybrid - this role is located in Aurora, CO and is eligible for a hybrid schedule of six (6) days per month, but the employee must be within one (1) hour of campus.

Qualifications:
Minimum Qualifications:
- A bachelor's Degree and four (4) years' experience in emergency management, homeland security, criminal justice, business, public administration, political science, military science, city/regional planning or a directly related field from an accredited institution
Conditions of Employment:
- Candidate must provide certificates of completion for the following FEMA independent study courses by date of hire:

- IS-120.c: An Introduction to Exercises
- IS-200.c: Basic Incident Command System for Initial Response
- IS-700.b: An Introduction to the National Incident Management System
- IS-800.c: National Response Framework
- Candidate must successfully complete for the following FEMA courses within 90 days of hire:
- IS-230.d: Fundamentals of Emergency Management
- IS-235.c: Emergency Planning
- IS-130.a: Exercise Evaluation and Improvement Planning
- ICS 300: Intermediate ICS for Expanding Incidents
- ICS 400: Advanced ICS - Complex Incidents
- A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis.
Applicants must meet minimum qualifications at the time of hire.
Preferred Qualifications:
- Prior community outreach and/or public speaking experience.
- Experience in training and development, per Homeland Security Exercise and Evaluation Program (HSEEP) standards
- Experience in developing emergency response and recovery plans
- Certification from Colorado Emergency Management Association (CEMA) and/or the International Association of Emergency Managers (IAEM) or similar
Knowledge, Skills and Abilities:
- Experience assessing the impacts of significant natural or human-caused events such as mass casualty, chemical, biological, radiological exposures, flood, fire, bombing, domestic terrorism, or other explosion, civil unrest, major winter storms, or serious utility outage. Background conducting analyses and developing guidelines, plans and recommendations designed to mitigate, respond to, and recover from the lasting impacts of these events to the campus
- Experience providing training to stakeholders regarding response plans, ICS/NIMS, hazard analysis, and recovery processes through emergency simulation and tabletop exercises
- Ability to communicate effectively, both in writing and orally
- Ability to establish and maintain effective working relationships with employees at all levels throughout the institution
- Outstanding customer service skills
- Demonstrated commitment and leadership ability to advance diversity and inclusion
- Ability to drive University vehicles in emergent situations

Anticipated Pay Range:
The starting annual salary range for this position has been established as:
$80,000 - $100,000
The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
