JOB SUMMARY

The Environmental Compliance & Occupational Safety Manager-Oakland is responsible for developing, implementing, and overseeing the university's environmental compliance and occupational safety programs. Reporting to the Director of Environmental Compliance and Occupational Safety, this position ensures compliance with federal, state, and local regulations while fostering a culture of safety and environmental stewardship. The manager will collaborate with campus stakeholders, guide regulatory interactions, and lead initiatives to address environmental and occupational risks across university facilities and operations.

MINIMUM QUALIFICATIONS

Knowledge and skills required for this position are normally obtained through a Bachelor's degree in environmental science, occupational safety, engineering, or a related field and five years of relevant experience in environmental compliance or occupational safety.

  • Demonstrated knowledge of federal, state, and local environmental and safety regulations, including OSHA standards.
  • Experience developing and implementing compliance programs for air, water, hazardous waste, and occupational safety.
  • Strong communication skills and ability to interact with regulatory agencies and diverse campus stakeholders.
  • Proficiency in environmental monitoring instrumentation, reporting systems, and Microsoft Office Suite.
  • Ability to obtain HAZMAT certification within one year of hire.
  • Preferred: Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH).


KEY RESPONSIBILITIES & ACCOUNTABILITIES

Regulatory Compliance Management
  • Monitor and ensure adherence to federal, state, and local environmental regulations, including air quality, water/wastewater, hazardous materials, and waste programs.
  • Serve as the primary point of contact for regulatory inspections and communications with agencies such as EPA, OSHA, and local authorities.
  • Develop, maintain, and submit required reports, permits, and compliance documentation.


Occupational Safety Programs
  • Lead the implementation of workplace safety programs, including hazard communication, confined space entry, lockout/tagout, and respiratory protection.
  • Conduct risk assessments and exposure monitoring to mitigate occupational hazards for facilities and operations personnel.
  • Develop and manage training programs to enhance workplace safety awareness and compliance.


Environmental Program Leadership
  • Oversee hazardous waste management programs, Spill Prevention Control and Countermeasures (SPCC), and wastewater treatment systems.
  • Collaborate with campus departments to develop and implement sustainability-focused environmental policies.
  • Manage emergency response plans for hazardous material incidents.


Training & Stakeholder Engagement
  • Design and deliver training on environmental compliance and safety topics for staff, faculty, and students.
  • Provide guidance to university leadership on the environmental impacts of campus operations and construction projects.
  • Facilitate clear communication and foster collaboration with diverse campus populations to ensure alignment with compliance goals.


Program Auditing & Continuous Improvement
  • Conduct routine audits and inspections of environmental and occupational safety programs.
  • Identify program gaps and implement strategies for continuous improvement.
  • Analyze incident data and recommend preventive measures to reduce risk.
