Position Announcement
Utah Valley University is seeking a Police Chief. This at-will position supports and upholds the University's stated mission and values. Organizes, directs, and coordinates the department, including patrol services, criminal investigations, communications, records, accreditation, and administration. Prepares, collaborates, and issues Clery compliance and reporting. Works with independence to provide leadership for the department. Participates in long and short term planning for budgeting, personnel, technical equipment. Leads the department in proactive enforcement and development of programs and strategies to address the unique issues facing a university community. Works collaboratively with administrators, staff, faculty, students, and local jurisdictions. Works with representatives of federal, state, city, and county criminal justice agencies. Keeps the AVP of Facilities and Planning informed of departmental activities through written and verbal reports. Establishes policies, procedures, schedules, guidelines and priorities to be observed by subordinates. Maintains the department's accredited status. Selects, supervises, evaluates, and disciplines police personnel following HR policies. Attends conferences, and other educational and professional meetings to remain aware of modern police methods and administration. Speaks in public and to the media when needed. Ensures that the department abides by all federal, state, and local laws and directives pertaining to proper police procedures. Ensures that all department personnel are properly trained to perform their duties and comply with University training and procedures. Performs related duties as assigned and required.
Summary of Responsibilities
- Plans, arranges, and directs the operations of the Police Department.
- Ensures compliance with the Clery Act as well as the creation and distribution of the report. Authors other annual reports of safety and police actions as required.
- Develops and maintains an ongoing collaborative relationship with the Orem and Provo Police Departments, the Utah Highway Patrol, Utah County Sheriff, and other state and federal agencies. Plans trainings for officers, collaborates with other agencies to assure smooth operations. Collaborates with private security for visiting officials and dignitaries. Serves on related boards and organizations.
- Provides law enforcement advice, support and information to University administration on policy and procedural changes that effect department activities. Makes available subject matter expertise in policing. Collaborates with other campus departments to assure a safe environment.
- Other duties related to job title as assigned.
Qualifications / Licenses / Certifications
- Graduation from an accredited institution with a bachelor's degree in criminology, law enforcement, social sciences, or public administration, and 10-15 years of progressively responsible law enforcement experience, including 5 years of supervisory and management experience. Masters Degree in related area of study.
- Utah POST Certification or the ability to receive certification within 6 months.
- Valid Utah Drivers License.

Knowledge / Skills / Abilities
- Knowledge of the methods and practices of law enforcement on a university campus.
- Knowledge of the Clery Act, FERPA, applicable section of Titles VII, IX, VAWA, and other federal rules and regulations and how they relate to the operations of a University Police Department.
- Knowledge of budget preparation and fiscal management.
- Knowledge in the development and planning of electronic security, CCTV, and access control.
- Skills in oral and various forms of written communication.
- Skills in the use of computers and technology related to the job.
- Ability to exercise sound judgement in evaluating situations and making decisions.
- Ability to enforce discipline and maintain morale.
- Ability to plan, direct and evaluate the work of subordinates.
- Ability to think and act quickly and calmly in emergencies.
- Ability to provide clear and concise reports, correspondences, policies, procedures and other written material.
- Ability to obtain and maintain all POST and departmental training skills and certification levels.
