The Senior Proposal Development Specialist provides pre-award support to faculty and postdoctoral fellows in all aspects of proposal development, including budget development, form completion and submission. A major focus of the position is the preparation of proposal submissions for federal and non-federal funding mechanisms, including complex applications such as program projects and training grants. Additional duties include, but are not limited to:
Administrative Management of Proposal Submissions
- Communicate with Principal Investigators in their portfolio on upcoming funding opportunities, tracking pending proposals and communicating details on the deadline to JORA leadership.
- Obtain RFA, Program Announcement, RFP, and other solicitations, highlighting the terms, conditions, application guidelines, eligibility, and format to ensure that application addresses all items listed.
- Provide high-touch customer service to ensure proposals are submitted on-time and that they meet the sponsor and university requirements.
- Collaborate with other institutions or organizations to obtain necessary documentation for consortium arrangements.
- Organize and coordinate the compiling of the bio-sketches and Letters of Support, providing a review to ensure all documents are compliant.
- Help to create eRA Commons user accounts if needed for the proposal.
- Complete the internal routing request in GU-Pass, tracking the proposal through the internal routing process and ensuring Study Specific Disclosure Forms (SSDFs) are completed by all key personnel.
- Provide checklists and templates to the Principal Investigator to ensure the submission is as organized and efficient as possible.
Development of the Proposal Budget
- Work with the Principal Investigator directly to create the proposal budget by calculating personnel salaries and fringe, capturing all non-personnel costs and ensuring F&A costs are accurate.
- Compare the sponsor budgetary requirements with the draft budget to ensure it is compliant, providing support on the development of the budget justification.
- Work with subrecipient institutions on the development of their budget, ensuring it coordinates with the direct cost limits set by the PI.
- Identify cost sharing requirements and provide cost share budget as needed for letters of support and/or cost sharing approvals.
- Work as a subject matter expert for budgetary questions.
Post Submission & Other Activities
- Provide assistance with Just In Time requests, including the development of Other Support, routing Other Support through GU-Pass and/or DocuSign.
- Assist with the development of proposal development templates, including Facilities and Resource Sharing Plan.
- Update and maintain SOPs as federal sponsor requirements change.
- Develop training materials as needed to communicate changes in federal proposal development policies.
- Meet with Principal Investigators one on one to discuss research interests and potential funding opportunities, creating Pivot funding searches if requested.
Leadership & Training Support
- Support individual professional development activities, including the onboarding of new proposal specialists across the clusters.
- Present at workshops to train faculty and staff and disseminate information about sponsor and university policies and procedures for obtaining and managing grant and contract funding.
- Lead additional projects or initiatives to promote additional training opportunities, such as the development of online/Zoom trainings
- Promote team orientation and excellent customer service in a demanding, deadline-driven environment.
Work Interactions
The Sr. Proposal Development Specialist reports directly to the Cluster Research Administrator. The Sr. Proposal Development Specialist works closely with other staff members in their cluster, across the proposal specialist roles within JORA, and other collaborating offices to ensure that proposals are complete, accurate and in compliance with sponsor and institutional regulations, policies and guidelines.
Requirements and Qualifications
- Bachelor's Degree; Master's Degree preferred
- Expertise in electronic grants submissions through Grants.gov and other electronic portals
- 3-5 years of experience in academic research administration
- Knowledge of NIH funding mechanisms, including R01, P01, P30, T32 and foundation proposals
- Budgeting experience in Excel
- Flexible and adaptable to accommodate ongoing changes to internal and external policies
- Capacity for managing an extremely high volume of proposals and juggling multiple deadlines at once
- Ability to work quickly and effectively under pressure
- Excellent verbal and written communication skills, organizational skills, and ability to function in a fast-paced academic setting
- Proficient with software products including Excel, Adobe Professional and Docusign
- Experience in academic research administration and familiarity with post-award financial management
- Certified Research Administration (CRA) or Certified PreAward Research Administration (CPRA)

Pay Range:
The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$54,616.00 - $100,493.33
Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
