POSITION SUMMARY
The Human Resources Specialist -Benefits and Wellness administers the activities relating to company benefits, wellness, and leaves processing. This position directly reports to the Director of Human Resources.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
Benefits:
- Administer employee benefits programs, including group health, dental and vision, flexible spending accounts, accident and disability, life insurance, 403(b), and wellness benefits.
- Coordinate and deliver new employee benefits presentations to ensure understanding of available plans and enrollment provisions.
- Plan and manage the annual open enrollment process, including revising and distributing materials, conducting informational sessions, arranging provider participation, and processing changes by required deadlines.
- Maintain compliance with federal and state regulations affecting employee benefits (e.g., COBRA, FMLA, ADA, CFRA, FEHA, Medicare, HIPAA, OSHA, ERISA, ACA), including timely and accurate filing of required reports.
- Lead the development and implementation of benefits policies and procedures, ensuring regulatory compliance and operational efficiency.
- Oversee internal audits to confirm accurate enrollments and dependent data; collaborate with Accounting for quarterly and year-end audits (e.g., payroll, Workers' Comp, 403(b)).
- Address employee benefits inquiries to ensure timely and accurate resolution; maintain communication with employees and beneficiaries to support benefits utilization.
- Process and reconcile monthly provider billings, approve payments, and resolve discrepancies with carriers and payroll.
- Coordinate workers' compensation claims with third-party administrators and ensure appropriate follow-up.
- Collaborate with retirement plan administrators to maintain compliance and improve employee retirement readiness.
- Develop and implement comprehensive wellness strategies, including mental health, financial wellness, and work-life balance initiatives; partner with external vendors to deliver wellness programs.
- Design and implement employee benefits communication strategies and conduct periodic surveys to assess satisfaction and identify areas for improvement.
- Prepare executive-level reports and presentations on benefits trends, cost-saving measures, and employee engagement metrics.
- Implement centralized leave management systems and develop manager training to improve leave-related processes and compliance.
Wellness:
- Coordinates and schedules a variety of workshops on health, wellness and retirement planning topics.
- Sends monthly communications regarding wellness resources.
- Coordinates use of Corporation lactation/relaxation space(s)
- Perform ergonomic evaluations to Corporation employees. Functions include evaluations, training, equipment fitting, and assistance with job accommodations.
Leaves of Absences:
- Communicates with employees regarding their needs for leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
- Advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits.
- Facilitates other leave requests, which may include accommodation requests under the ADA.
- Administers other company time-off programs as assigned in accordance with internal policy and applicable laws.
- Recommends revisions to company leave policies to ensure compliance with federal, state, and local laws and regulations.
OTHER FUNCTIONS
- Establishes and maintains effective relationships with university and Auxiliary staff, faculty, students, as well as the general public.
- Assist in other areas of HR and/or payroll as needed.
- Problem-solves various auxiliary-related administrative matters as they arise.
- Takes on special projects and performs other duties as assigned.

WORK LOCATION
- Hybrid Position: 80% minimum in-office/on-site following the initial training period.

KNOWLEDGE, SKILLS, AND ABILITIES
- Fully functional knowledge of and skill in standard office procedures and practices. Ability to quickly acquire a thorough, detailed knowledge of applicable university infrastructure, policies, and procedures.
- Thorough knowledge of English grammar, spelling, and punctuation. Ability to communicate clearly orally and in writing in a professional and effective manner with faculty, staff, students, and the public. Ability to draft and compose correspondence and standard reports.
- Ability to use personal computers and appropriate job-related software. Thorough knowledge of office systems and ability to use a broad range of technology, systems, and software packages. Ability to quickly learn and use new office support technology systems and software packages.
- Ability to independently handle multiple work unit priorities and projects and apply a wide variety of policies and procedures where specific guidelines may not exist.
- Ability to perform standard business math, such as calculate ratios and percentages, track financial data, and make simple projections.
- Ability to effectively handle a broader range of interpersonal contacts, including those at a higher level and those sensitive in nature.
- Ability to work independently and as part of a team in a cross-functional environment.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor's Degree from an accredited four-year college or university with major coursework in human resources management, business or public administration, or a related field, and two (2) years of professional experience in human resources, preferably in employee benefit plan administration and workers' compensation programs.
- A combination of relevant education and experience may be considered in lieu of the stated requirements.
DESIRABLE QUALIFICATIONS
- Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
- Experience using HRIS (ADP, GoCo)

The hourly range for this position is $26 - $30. Classification: Grade 4, Staff. This is a non-exempt position and as such is eligible for the overtime provisions of the Fair Labor Standards Act.
