This role serves as UVU's primary Compliance and Quality Assurance Officer for veterans and military-affiliated student benefit programs, including those from the Department of Veterans Affairs (VA), Department of Defense (DoD), and the State of Utah. Key responsibilities include submitting annual and biannual applications for VA approval of UVU programs, ensuring compliance with Executive Order 13607, and leading efforts for VA Compliance Surveys, including annual, flight, risk-based, targeted, and supervisory site visits. This position also supports DoD Memorandum of Understanding (MOU) renewals, annual updates, and Institutional Compliance Program reviews. This role monitors new laws and regulations related to military-affiliated programs and coordinates necessary compliance updates across UVU campuses. Additionally, this role oversees the Benefits Program Manager and the hiring, training, and supervision of School Certifying Officials (SCOs) and VA Work Study students. It ensures efficient administration of VA, DoD, and Utah state education benefits and maintains up-to-date policies for military-affiliated benefits. The position also responds to official complaints received through the GI Bill School Feedback Tool and the DoD Postsecondary Education Complaint system. This position plays a critical role in ensuring compliance, improving processes, and supporting UVU's growing population of military-affiliated students.
Summary of Responsibilities
- Compliance and Institutional Approvals: Submit annual and biannual applications for VA program approval and report significant changes to UVU's catalog, programs, and policies. Ensure compliance with Executive Order 13607 Principles of Excellence and VA professional licensure requirements in collaboration with Accreditation & Academic Assessment. Maintain an active DoD Memorandum of Understanding and produce evidence for Institutional Compliance Program reviews. Lead documentation efforts for VA Compliance Surveys, flight audits, and risk-based reviews. Proactively monitor legislative and regulatory changes impacting military-affiliated students and coordinate compliance efforts across campus. Manage 85-15 Rule reporting and maintain institutional eligibility for the 35 Percent Exemption. Educate service members on VA education benefits and connect them with campus specialists for Title IV funding, financial aid counseling, Tuition Assistance, academic counseling, disability/accessibility services, career and job search counseling, and other student support services.
- Administration of VA, DoD, and State Benefit Programs: Supervise the Benefits Program Manager and oversee the hiring, training, and payroll processing of School Certifying Officials (SCOs) and VA Work Study students. Ensure accurate and timely processing of education benefits under multiple VA chapters and Utah state military-affiliated benefits. Support efficient processing of DoD tuition assistance. Implement quality control for the enrollment certification process, tuition and fee certification, and debt resolution. Address official complaints submitted through the GI Bill School Feedback Tool and DoD Postsecondary Education Complaint system. Work with UVU Financial Aid and Accounts Receivable offices to streamline benefit administration. Maintain UVU's course and degree catalogs in the AI Portal to support Federal Tuition Assistance and other DoD funding requests.
- Military-Affiliated Program Development: Expand student awareness of underutilized benefit programs, including Veterans Tuition Gap, Accelerated Credentialing to Employment (ACE), MyCAA Scholarship, and VA Educational and Career Counseling. Identify new benefit programs that align with MASH and UVU's strategic mission and work with the MASH Program Manager to implement them. Collaborate with the Utah Department of Workforce Services on workforce and credentialing initiatives. Explore opportunities with UVU Continuing Education to expand VA benefits to non-credit professional programs.
- Data Management and Policy Development: Develop and maintain data metrics that are accurate, consistent, and useful for tracking benefit program effectiveness. Analyze data trends to improve services and identify areas for innovation. Contribute to UVU policy development for military-affiliated programs. Produce content updates for the MASH website and in-person and online orientations.
- Additional Duties: Perform other responsibilities as needed to support the supervision, administration, and continuous improvement of military-affiliated programs at UVU.
Qualifications / Licenses / Certifications
Graduation from an accredited college or university with a bachelor's degree in a directly related field and two years experience related to the Summary of Duties or a combination of education and/or experience totaling six years.
